Fractional CMO vs Marketing Agency: Which Does Your Business Need?

Short answer: an agency sells execution; a Fractional CMO sells ownership. If you already know what to do and need hands to do it, hire an agency. If marketing is busy but revenue is not moving, and nobody in the company owns the number, you need a Fractional CMO first, and probably an agency under them. Most growing businesses in India end up with both; the mistake is hiring the agency before anyone has decided what it should be doing.

The question founders actually ask

“Do I need a Fractional CMO or an agency?” usually means one of three things: my agency is not delivering, I cannot afford a full-time CMO, or I do not know who should own marketing. Each has a different answer, and the table below is the fastest way to find yours.

What an agency is good at, and what it will never do

A good agency is a specialist execution team. It runs campaigns faster and cheaper than you could build in-house, brings platform expertise, and scales up and down with your budget. That is real value, and I use agencies for my own clients.

What an agency will not do is decide whether the campaign should exist. It is paid to run ads, so it will recommend ads. It is paid for SEO, so every problem looks like an SEO problem. It reports the metrics it controls (impressions, clicks, rankings, posts) rather than the one you care about (revenue). None of this is dishonest; it is the shape of the contract. The brief has to come from someone on your side, and that is the gap a Fractional CMO fills.

What a Fractional CMO does that an agency cannot

Sets the strategyWhich segments, which offer, which channels, in what order, with what budget, and why
Owns the numberPipeline and revenue targets, reviewed weekly with the founder, not a channel report
Runs the agenciesWrites the brief, sets the KPIs, reviews the work, and replaces a vendor that is not performing
Builds the systemTracking, attribution, CRM discipline, review cadence, so results survive a change of agency
Says noStops the spend, the channel or the campaign that is not paying back, which no vendor paid to run it will do

How the two work together

In most of my engagements the structure is simple: I lead marketing as the Fractional CMO, and one or two agencies or freelancers execute under a brief I write and a scorecard I review. The founder gets one person to talk to, the agencies get a clear brief and a fair measure, and the company gets a marketing function that does not depend on any single vendor. When a client already has an agency that is doing good work, I keep it. When the agency has been running without direction, the first 90 days usually produce a sharper brief and a smaller, better-spent budget.

For Ahmedabad businesses, the in-person version of this is on the Fractional CMO and marketing consultant in Ahmedabad page; for Mumbai, see Fractional CMO in Mumbai.

Which one do you need? Five signals

  1. You are changing agencies for the second time. The problem is the brief, not the agency. A Fractional CMO fixes the brief.
  2. Your agency reports are long and your revenue is flat. Nobody owns the number. Ownership, not execution, is missing.
  3. You know exactly what to run and only lack hands. Hire the agency; you do not need a CMO yet.
  4. You are launching a new product, city or segment. Strategy before spend. A Fractional CMO for the launch, agencies for the channels.
  5. Marketing decisions wait for the founder. You need a senior owner in the leadership team, not another vendor outside it.

What about a freelancer or an in-house marketing manager?

A freelancer is an agency of one: excellent for a defined deliverable, not for ownership. An in-house marketing manager is usually a coordinator, two or three levels below the decisions a CMO makes; asking them to set strategy is unfair to them and expensive for you. The combination that works at the SME and startup stage is a Fractional CMO setting direction, a manager or coordinator in-house, and agencies or freelancers for specialist execution. As the function grows, the Fractional CMO’s job includes hiring the full-time leader who replaces them.

Frequently asked questions

Can a Fractional CMO replace my marketing agency?

No, and a good one will not try to. A Fractional CMO leads; an agency executes. If your agency is competent, the Fractional CMO will make it more effective by giving it a clear brief and a fair scorecard. If it is not, they will help you replace it.

Is a Fractional CMO more expensive than an agency?

They are not substitutes, so the comparison misleads. An agency retainer buys execution hours; a Fractional CMO retainer buys senior decisions, ownership of the number and management of every vendor, for a fixed number of days a month. The engagement is designed to pay for itself through spend that stops being wasted, and the first 90 days are measured on exactly that. How engagements are structured is explained on how marketing consultants charge in India.

What is the difference between a marketing consultant and a marketing agency?

A marketing consultant advises: diagnosis, strategy, priorities. An agency executes: campaigns, content, channels. A Fractional CMO is a consultant who also takes ownership of execution through your team and agencies, over time, as part of your leadership.

Do I need a Fractional CMO if I have a small marketing budget?

A small budget is exactly when direction matters most, because there is no room to learn by wasting it. The right engagement may be a short diagnosis and plan rather than an ongoing retainer; that is a conversation worth having before you sign with any vendor.

How long does a Fractional CMO engagement last?

Long enough to build a marketing function that runs without them. In practice, a 90-day diagnose-and-decide phase, then a retained lead role for as long as the company needs senior direction, often until a full-time leader is hired.
